Todd Hemphill, Board Chair

Todd has 25 years of health law experience. His practice involves the representation on health care providers, with an emphasis on Certificate of Need law. He focuses on health care strategic planning issues, assisting clients in developing health care development strategies under the Certificate of Need law, negotiating health care transactions, and litigating Certificate of Need awards and denials. He also represents health care clients on licensure and certification issues, including appeals challenging certification and licensure survey decisions and penalties.
Dr. Mike Spiritos, Chair-Elect
Chief Medical Officer, Duke Raleigh Hospital
Dr. Michael Spiritos is Associate Professor of Medicine and the Chief Medical Officer of Duke Raleigh Hospital. Dr. Spiritos’ specialties include Internal Medicine, Medical Oncology and Hematology. Dr. Spiritos is a graduate of Harvard University in 1978, and he completed his medical degree at Cornell University Medical College in 1983. He completed his residency in Medicine at The New York Hospital and his fellowship in Hematology-Oncology at the Hospital of the University of Pennsylvania. In 2007, he joined Duke Raleigh Hospital as Chief of Medical Oncology, PDC Wake County Representative in 2008, and Chief Medical Officer in 2013.
Rick Marcotte, Immediate Past Chair

Rick Marcotte joined DLT Solutions as CEO in 2004, after serving on the board of the company since early 2003. In October 2005, he led the successful management buyout of the company. Rick earned an MBA from the University of Windsor in Ontario, Canada, where he concentrated in finance and marketing. Under Rick’s leadership, DLT has been honored with a variety of industry and vendor awards.

With over 25 years of experience in the pharmaceutical industry, John is a trusted finance leader with a proven track record of building strategy, financial management, business partnering, leading teams and strong collaboration among all levels of an organization. John holds a bachelor’s degree in accounting from North Carolina State University.
Kathleen Gormley, Secretary
Retired, WakeMed Health & Hospitals
Kathleen Gormley is an accomplished Healthcare Executive with 35 years of experience in Healthcare Management. Her most recent experience prior to her retirement was as the Executive Vice President of WakeMed Health and Hospitals. Prior to her time at WakeMed she held the CFO position at New Hanover Health Network in Wilmington, NC, and CFO positions with Columbia/ HCA in Denver, CO and Phoenix, AZ. Much of her career has been spent on physician acquisitions and ambulatory healthcare. Kathleen holds a Master of Business Administration from Nova University and a Bachelor of Science in Finance and Management from The University of Central Florida.
Pete Tannenbaum, President & Executive Director

With a B.A. in Political Science from Duke University followed by a J.D. from Wake Forest Law School, Pete leads Alliance Medical Ministry as Executive Director. Pete has more than 25 years of experience in business and investment banking. Pete has a history in philanthropy and other leadership roles in nonprofit organizations including active roles as founding Board member at Marbles Museum and as a Trustee at Ravenscroft School.

Becky serves as the Senior Vice President and Administrator of WakeMed Health and Hospital’s Raleigh Enterprise. Becky is experienced in information management, utilization management and financial operations and has tremendous experience in the hospital and health care industry.

Maty serves as the Director of Hispanic Family Center at Catholic Charities of the Diocese of Raleigh. Maty has a Master’s Degree in Physical Culture from Universidad Pedagogica Veracruzana and has an experienced history in education, health care and non-profit leadership.
Dr. Karen Burke-Haynes
Chief Medical Officer, North Carolina Medical Board
Dr. Karen Burke-Haynes serves as the Chief Medical Officer at the North Carolina Medical Board with a practice history spanning from academic medicine to solo practice. Dr. Burke-Haynes earned a medical degree from the University of Rochester School of Medicine and Dentistry and completed postgraduate training in pediatrics at Strong Memorial Hospital in Rochester. She is certified by the American Board of Pediatrics.

Dr. Helton is founder of Carolina Cardiovascular Surgical Associates and specializes in cardiovascular and thoracic surgery at WakeMed and Rex Hospital. Dr. Helton is involved in and supports a number of nonprofit organizations throughout Raleigh. Dr. Helton attended University of Miami Medical School.

Jim serves as the Senior Vice President of Member Service at Medical Mutual Insurance Company of North Carolina having worked there since 2006. During the span of his career, he has held a variety of positions in the insurance and health care industries ranging from Senior Underwriter of a Fortune 100 insurance company to a Director of a physician practice and management firm.

Elizabeth is a shareholder at Young Moore and Henderson, P.A., where she also serves as a member of the Practice Management Committee and leader of the Health Care Industry Group. She focuses her practice on advising and defending health care providers in matters involving patient care issues and risk.
Neil is the owner of Nemoco, LLC, a real estate development and consulting firm. He has been a member of the Alliance Board for 16 years. Neil’s background includes extensive experience in real estate taxation and financial modelling as well as real estate development.

Kirsten works as the vice president of heart and vascular services at UNC REX Healthcare. Kirsten has a long track record of leadership and commitment to patient care, with an 18-year career at UNC REX.

Working as the Managing Director at Deloitte, J.R. serves as the account leader for a number of clients in the Public Sector, Life Sciences, Construction and Industrial Products Industries. J.R. holds a B.A. in Accounting from North Carolina State University and has a background in other financial roles at Price Waterhouse Cooper and Deloitte.

Dr. Simms is the Director of Student Life and Alumni Relations in the Department of Health Policy and Management at the UNC Gillings School of Global Public Health. Dr. Simms has extensive experience with the N.C. Department of Health and Human Services having served as assistant director of Medical Assistance. He also oversaw the development of the Health Net Uninsured Initiative and managed the Pharmacy Assistant programs across the state.
